Remove atomic deployment support flag

Summary:

• Remove the supportsAtomicDeployments capability from DeveloperPlatformClient.
• Make atomic deployment behavior unconditional for UID matching, TOML UID writes, and bundle/deploy paths.
• Remove obsolete non-atomic tests and expectations.
