docs: add VENDOR.md (AX-1468)#1

Documents the skills/ vendoring flow (repo, pin, refresh steps) in the same format as claude-plugin/cursor-plugin/devin-plugin's VENDOR.md. Also lists the jfrog-ai-catalog-skills directory in the README, which was vendored in but never documented there.
