Rebrand PR template legal boilerplate from Functional Software/Sentry to Harness

Summary

Codecov is now owned by Harness, Inc. following the 2026 acquisition. Updates the contributor legal boilerplate in .github/pull_request_template.md, which previously referenced "Functional Software, Inc." / Sentry, to reference Harness.

Out of scope

Legitimate Sentry-product references (the @sentry/* SDK used for plugin telemetry, etc.) are not ownership branding and are left unchanged.
