Fills the 10 oauthConsent keys in ja-JP that were undefined and falling back to English. Scoped to that one self-contained section — the placeholders ({{applicationName}}, {{domainAction}}, {{identifier}}) and the leading space in offlineAccessNotice match en-US. Changeset included.
