Main goal is to allow plugins to declare conflicts so we can warn or refuse to load rather than crash with a cryptic error.
Some modded platforms natively support that so Sponge will be able to integrate into their system.
A flag will exist in Sponge to bypass the check, in case the server owner decides to accept the risk.
