Restore the specialist agent design spec

This commit deletes the only copy of the specialist-agent design; I checked for the title and its unique transport/authority wording with repo-wide rg and found no replacement. That spec documents the MCP-optional transport, host materialization, parity tests, and read-only authority boundaries for the new bundled agents advertised in this release, so landing this release drops the source of truth future changes/tests need to preserve those contracts. Please keep the file or move it rather than removing it from the release.
