chore(version): 发布1.8.1版本并更新白名单

- 将所有相关包的版本号从1.8.0更新到1.8.1
- 在中英文CHANGELOG中添加1.8.1版本的变更记录
- 扩展Command Pack白名单，允许加载额外的内部命令扩展
